The subject of the thesis is on management of population in Turkey, mainly since the Planned Period. The aim of this study is to argue on demographic points of organisation, to show that there is a disorganisation in the population process, the structure of the population may be organised better, organisations of population affairs are not working in coordination, the optimal population structure has not been reached. There is a need to organise the structure of the population with the target of accessing a stable economic growth and social development, the absence of coordination in population affairs has affected the economic progress negatively.
Statistics were used intensively in order to comment on the population. Demography, Management, Public Administration, Law, Economics Sciences were used as scientific base to the theories of the thesis. All the subjects were considered from the demographic viewpoint.
Population trends implies that the population will stabilise in the first half of the Twenty First Century, and population pyramid of rectangular shape will be accessed at the end of this period. The population has not come to the optimal population structure yet. It is expected to be accessed in the first part of the Twenty First Century. In order to reach to the social development, sufficient economic growth, and the general equilibrium in the macro economy and to supply the stability in the micro economy, it is a sine qua non to organise the structure of the population. Socioeconomic plans should use demographic variables more intensively. Various organisations have been dealing with the population affairs. An obvious disorganisation in the population affairs has been observed. The responsibilities for population affairs have been given to many different organisations whose communication level among each other is low, and which are also, as it is a situation emerging from their organisational structures, independent among each other. There seems a coordination gap among the organisations working on population affairs. The disorganisation in the population process has affected economic progress negatively. Population affairs should be restructured. Synergy should be given to the organisations working in the population affairs.
A new model of population management should be considered. Targets ought to be determined clearly with scientific methods. The pace of development has to be considered and decided in this process. Income distribution pattern; stage of development; education process; institutional aspects such as administrative factors, efficiency and effectiveness, major trends in organisational structure; demographic economy are phenomena to be considered.
